    1. Introduction – Objective, Background, and Justification
    1.1 Objective
    Objective of this presentation is to point out influences of digital sequence information (DSI) in the arena of the Convention on Biological Diversity (CBD) on international development. DSI implies genome sequence data. A view from cost-effectiveness is emphasized.
    1.2 Background
    The 15th meeting of the Conference of the Parties to CBD (COP15) has adopted two crucial decisions on the Kunming-Montreal Global Biodiversity Framework (GBF) and on DSI. The benefits from the use of DSI should be shared fairly and equitably by these decisions, while the benefits to be shared used to be those from material objects. The scope of CBD widened from material objects to digital data.
    1.3 Justification of the Research
    An open access to database of DSI is crucial for international development, because it is a basic infrastructure especially in the field of biotechnology. If the new system imposes some additional costs on those who enjoy open access to database, it is an obstacle to technology transfer. Even if the system physically does not block the assess, if incremental costs are greater that incremental benefits by the new system, it deteriorates cost-effectiveness of the system as a whole.

    2. Data and Analytical Methods
    Data have been collected from official documents of COP15 and those of related meetings. Cost-benefit analysis (CBA) is applied to possible options of benefit-sharing. When CBA, implicit non-monetary benefits, operational costs, transaction costs, and opportunity costs are highlighted.

    3. Findings
    Influences by the new system of DSI on international development depend on a ratio between all the incremental benefits and all the incremental costs. Monetary benefits arising from DSI are expected to increase by an introduction of the new system, while operational costs, transaction costs, and opportunity costs are expected to increase.

    1. Introduction and Objectives
    Objective of this research is to try to develop criteria of a potential solution for benefit-sharing from the use of digital sequence information (DSI) on genetic resources under the Convention on Biological Diversity (CBD). The 15th meeting of the Conference of the Parties (COP15) to CBD has adopted the Kunming-Montreal Global Biodiversity Framework (GBF) and the decision on DSI. DSI is regarded to be genome data of living organisms. DSI appears in Goal C and Target 13 of GBF in a decision 15/9. COP15 has agreed that the benefits from the use of DSI should be shared fairly and equitably. A concrete “solution” to complete this is being negotiated until the next COP, COP16, to be held in 2024 in Türkiye.

    2. Methodology
    This research adapts cost-benefit analysis (CBA) to the present decision to develop criteria for evaluation of the new solution for DSI. When adapting CBA, potential benefits, operational costs, and transaction costs are especially highlighted so that cost-effectiveness of present solutions is not underestimated. Firstly, the research elaborates suggested criteria of the new solution appeared in Decision 15/9 of COP15. Secondly, it tries to point out importance of the benefits and the two kinds of costs pointed out above. Thirdly and lastly, a model of “access and benefit-cost- sharing” is suggested.

    3. Conclusion
    The present solutions that are called status quo are not necessarily ineffective from the cost-benefit thinking when a suggested model is applied. The new system is not justified unless net benefits of the new solution is greater than that of the present solutions. A potential benefit such as open access to DSI without fees from parties must not be underestimated. In addition, if the new solution is introduced, costs for this should be shared in addition to the benefits that may rise by introduction of the new solution. It must be emphasized that there is no guarantee that incremental benefits are greater than those of costs brought by the new solution.

    1.1 Objective
    Objective of this presentation is to point out significance of digital sequence information on genetic resources (DSI) in the arena of the Convention on Biological Diversity (CBD) for international development.
    1.2 Background
    The 15th meeting of the Conference of the Parties to CBD (COP15) has adopted two crucial decisions on the Kunming-Montreal Global Biodiversity Framework (GBF) and on DSI. DSI is regarded as digital information on genetic resources such as genome sequence data. COP15 has agreed that the benefits from the use of DSI should be shared fairly and equitably. This agreement means that a scope of CBD spreads from just material objects to information in digital formats and that a new benefit-sharing system(s) is required. This entails clarification of benefits and costs in addition to advantages and challenges regarding a new system(s) suitable for DSI.
    1.3 Justification of the Research
    DSI is important for international development by three reasons. 1) DSI makes us consider how to treat DX in a development process. 2) A new system has to be screened by cost-benefit criteria. 3) Technology transfer for and through DSI can be one of the engines of development.

    2. Data and Analytical Methods
    Data have been collected from official documents of COP15. Analyses consist of a literature survey and adaptation of criteria by cost-benefit analysis.

    3. Findings
    Three things should be borne in your mind when significance is considered. 1) A new system that shares benefits from DSI is not justified, unless an incremental benefit is greater than an incremental cost. 2) Free access to DSI means pre-receipt of and/or transfer of benefits. 3) Three is no guarantee that increases in monetary benefits exceed those in transaction costs emerged by levying on all the transactions of DSI.
